Private and non-governmental sectors would like to see data on medical institutions publicly accessed

Representatives from private and non-governmental sectors in the field of healthcare suggested making publicly available the list of all hospitals, out-patient clinics, and injury care centers with bound address data and doctors database with their qualification indicated. This and other issues were discussed at the round-table discussions: “Open Data for Healthcare”.

The event participants were experts from the Ministry for Healthcare and Social Development of the Republic of Kazakhstan, representatives of Private Medical Institutions Association, Secretariat of Pharmaceutical/ Medical Industries and Medical Services, National Center of Neurosurgeon, Republican Diagnostic Center, “Astana” medical university and also, representatives of private sector in field of medicine.       

As it was mentioned by Igor Pak, the Chairman for Development in National Information Technologies JSC, in his welcoming speech, the objective of round-table discussions is to gather suggestions on expansion of government agencies’ list of data, which is wanted in open access.  “Open Data development in Kazakhstan will enable disclosing statistics on epidemiological diseases by regions, data on localization of diseases outbreak and on the volume of medicines imported to Kazakhstan” noted Pak.

During the event, the suggestions were made to provide Open Data on birth- and death rates by regions; on maternal death rate, children death rate and general statistics on diseases;      on disablement; on medical institutions equipment status; on free medicines. Besides, it was suggested to open access to data on government expenses for healthcare and on medical institutions ratings based on citizens` level of satisfaction.     

The President of the country, in Article 94 of “National Plan- 100 steps», paid special attention to creation of Open Government and development of Law on access to data, that will stipulate transparency and openness of data-holders` performance, in particular, government agencies. Currently, government agencies generate and keep a huge data array, which is though important for citizens, is still not open for them.
